Through the proposed Packaging and Packaging Waste Regulation The European Commission is trying to ensure all packaging is reusable or recyclable in an economically viable way by 2030, as had been set out in the Green Deal and the Circular Economy Action Plan (CEAP) 2.0. A key part of the proposal from the Commission is the focus on reuse and waste prevention. However, reuse should not be seen as be complementary to recycling, as the latter is already proving its effectiveness today, especially in the corrugated sector. The objectives of reuse should remain realistic and positive so as to avoid being potentially counterproductive. Waste prevention measures are essential but need to be assessed against market restrictions.
